John, "responsible" is not the word I would use - name me a country that has a
worse record with nuclear, biological and chemical weapons? In the cold war,
the USA [and others] tried to destabilise many nations. Today, the USA funds
human rights abuses in Israel.  These things happen not because they are
"right", but because the USA has the power to do it.
