This is actually a victory for Bush. His sabre rattling has led to SH saying he
will allow inspectors back in. Bush's bluster has made him look like he has
snatched defeat from the jaws of victory.

As I understand it, the only limitation will be that any inspection of the
'presidential areas' must be overseen by representatives of the security
council members. Iraq wants this to prevent a repeat of the UK/USA spying
fiasco.
