Something that tends to get forgotten I think is that just because all
_government_ regulation is removed that there will be no regulation. I'm
sure many, if not most, of the licenses which exist today would exist in
a Libertopia. The difference would be that the licenses would be issued
by various private enterprises which would be held accountable for the
standards they required for their licenses. If I'm a road owner, and say
the choices for drivers licenses are the American Automobile
Association, Joe's Drive Away Bar and Grill (buy a beer and get a
drivers license), Sneaky Pete's License Factory (buy two, get one free),
and The Defensive Driving School, I'm going to post signs on my road
saying that a license issued by AAA or DRS is required for use of this
road. Note that these two driving schools offer a black box to install
in your car which guarantees that the driver has a valid license (the
two schools black boxes accept either schools licenses, note that the
units which require a retina scan for positive ID and have means to
detect impaired drivers give an additional 10% discount off insurance
from most insurance companies), and broadcasts that fact (without
identifying the driver), the box also indicates that this driver is
participating in the Free Road Society, a group which allows it's member
road owners to put "toll" boxes at various points along their roads to
calculate the mileage being driven, and collects odometer readings at
each annual automobile inspection in order to bill the vehicle owners
for road use, and then distributes the road dollars amongst the member
road owners. All of these fees of course adjusted for local average
maintenance costs (so people in the North probably pay more, and the
road owners probably compensated more). The road owners of course pay
"police" to patrol their roads and pull over unauthorized users and
respond to road emergencies (and generally have a sufficiently light
workload that they are happy to help stranded motorists [being
reimbursed by the drivers clubs for handling calls without calling a tow
truck out] and can be counted on to give directions to some of the best
local restaurants and other things like that to people visiting the
area).
Of course some percentage of people with SPLF and JDABG licenses will be
driving on these roads, evading the "police" and basically stealing. Of
course when they get caught, they may find their vehicle impounded. If
they cause an accident, they and their licensing agency will be sued for
all they're worth (which of course often won't be enough, but how many
times do you think Sneaky Pete will try and start his business from
scratch again before he looks for more honest work?).
Perhaps all of the above is fantasy, but I think if it was given a real
chance it would work. And I'm sure it would work generally better than
our current mess, though some areas would probably be worse off (though
I really wonder how much worse off the poorer parts of the country and
cities would be?).
