The latter. If something has been incorrectly subsidised in the past the
solution is not to jack up the subsidies of everything else you can find
that remotely competes with it. Highways and airtransport have been unfairly
subsidised in the past to the detriment of rail.
That is true and yet I can still argue for cutting Amtrak adrift with no
further subsidy, as long as the rest are cut as well.
