Briefly? No.

them rights -- and feel free to act as if they were even in violation of those
lesser laws, but that's not the view that everyone has.

That is why we have a Constitutional Court: it decides if the laws passed on
by Parliament are according to the Constitution. You see, we *also* have a
Constitution... :-P

As a rough first bat, do you have the right to keep and bear arms?  All of
them?

Individuals can apply for the use of such right: people with dangerous
professions (cab drivers and doctors at least) can acquire small caliber
pistols, and licensed hunters can buy shotguns. That seems reasonable - I
wouldn't want to have any John Doe on the street carrying a weapon.

As to whether _you_ would _think_ that they were beneficial, that's up to
you...I can't say.

There hasn't been a story of arms-bearing in this country for a long time,
and noone here makes a lot of noise about it - so I can assume the present
situation isn't displeasing for the majority of the population.
Besides, why would the average portuguese citizen need a weapon for?
