That's something of a simplistic statement. The problem lies in that
monopolistic businesses that control something that is in the vital interest
of everyone in the entire state showed an apalling lack of foresight, with
the bottom line of paying high dividends and not caring what kind of chaos
ensued. Removing the price caps will simply restore the paying of high
dividends. Rewards to the incompetent. Of course, the money to build new
power plants has to come from *somewhere*. Either it has to be a *true*
market situation (which it is most certainly not), or if not possible (given
the oil business, this may be the case), then it needs to go the true
socialistic route and the workers need to control the means of production
(i.e. California takes over the whole shmear).
