This from a smokefree activist list I subscribe to... Unfortunately, workers lost the right to breathe smokefree air in all workplaces in Toledo and Duluth. (...) The whole license thing is probably, in part at least, a throwback to the days when you had to get blood tests to ensure blood-type compatibility before they'd allow you to get married.
