Perhaps LEGO has written off the kids that are currently in the 7-11
age range, and the juniorized sets are meant to attract those who are
currently 4-6.

But as those kids grow up I predict LEGO will grow up along with them.
I think we're already seeing that - Jack Stone is fading into the
background and the new Lego Island Extreme Stunts sets are filling the
void, and they're not as juniorized.  And I think that as those kids
age, new LEGO sets will come out to appeal to their level.

At least if they're not doing that, they should be...
