My only concern is that we just got our first target in North Eastern
Massachusetts last summer and I have not seen a single thing clearenced yet.

I am sure that LEGO does not sell on consignment so I am sure they track their
sales based on what it sells to retailers (Except for the direct to consumer
stuff like S@H and eventually LEGO Direct).

This is right only as far as the stock you see--since you haven't seen what *has* been moving, nor the fact that it's moved, I would hazard to guess that your perception of the percentage of items they were eventually forced to clearance is (...)
