I'm not totally sure, I could be wrong, but my guess is that "CUSTOM set" in
the title means that this is a MOC that someone did and is selling, not a
TLC set.

There is at least one other eBay seller apparently doing quite well selling
custom and semicustom structures in a one-off or very small run mode, with
no instructions, or only photo instructions (contrast with typical Guild of
Bricksmiths(tm) work where packaging and instructions are included and which
are more predominantly sold at straight sale than they are at auction).
He/she for example ran off a few copies of the train shed that LD featured
in a recent catalog (calling it for some reason a train "yard") and
auctioned them off for quite a bit more than the base brick value.

which will get you a number of recently completed auctions for various
"custom" things that he/she dreamed up. Fairly nifty idea.
