the new figure? Or is the JS size being phased out, but the pieces are being
used in new sets? Or even a third question is Lego attempting to allow
consumers to use both their normal mini figures and their JS figures at the
same time?
What does everyone think?

I think that Lego are trying to use the pieces in new ways (which is what Lego
is all about really). Those sets are most definitely minifig scale. If you look
closely, they do actually have a mix of large, one-use parts and small, normal
parts.
I look at the plane parts as the equivalent of the old boat hulls. A way to make
sets that look good affordable at the right scale. Lets face it, the old
brickbuilt planes are cool but so small its ridiculous. These ones are much
better for minifig scale.
