I think that Lego are trying to use the pieces in new ways (which is what Lego is all about really). Those sets are most definitely minifig scale. If you look closely, they do actually have a mix of large, one-use parts and small, normal parts.

I look at the plane parts as the equivalent of the old boat hulls. A way to make sets that look good affordable at the right scale. Lets face it, the old brickbuilt planes are cool but so small its ridiculous. These ones are much better for minifig scale.
