However, at Wal-Mart when the "See
Associate" scan shows up usually it prices out at MSRP as opposed to the
last clearance price.

After dealing with this for 2-3 years and invariably asking WM people why/whats
with this, this is the best explanation that I've been able to formulate...

If WM has something that is marked as Discontinued (aka Non-Replinishable) *and*
the inventory shows the stock level below some preset level (regardless of how
many are actually on the shelf) *and* the item has not been scanned for some
number of days (varies between 60 and 120 from various accounts) *then* the
local pricing entry for that item at that store gets dropped ( theory being they
aren't really there anymore, shoplifted, destroyed, etc ).

So, when you scan it you get the infamous "See associate for help". The sales
associate (or checkout register) tries to access pricing information for the
item, doesn't find it, then falls back to whatever the master record at Home
Office says (normally MSRP). However, if the item in question still has a
clearance sticker on it, you can almost always get it for the clearance price at
the checkout.

The curious exception to this theory is whatever happened with Chamber of
Secrets. On one particular day last spring, they went to "See associate for
help" in every store that had any left. No idea why, even when other stuff was
still scanning clearance prices. Some stores still have them lying around at
MSRP.
