I doubt that additional postage is required. The $9 is probably the amount
that needs to be paid for customs. LEGO is NOT duty free going into Canada,
and I guess there's a 50/50 chance of getting charged for duties each time you
receive something in the mail other than a letter from outside of Canada.
I've found out the hard way many times... :) (i.e. win an auction for x
dollars, pay additional y for shipping, realize that x+y US dollars is a lot of
CDN dollars, then get charged z for customs!)
I believe the seller should not be responsible for any customs. The buyer
should be aware of that possibility.
