The *reason* I know it's not a *hair* piece is because I've had this set
before, and this is what it was. I've since traded the set to someone in
the USA, but I know what I'm talking about! ;-)
I believe it also came on some Wolfpack minfigs.

| Perhaps there is more than one version of this set. The Lugnet database shows it here: (URL) BrickShelf shows that the minifig is wearing hair, not a peasant cap/hood. Shown here: (URL) don't have this set, so all I have to go by is these (...) (24 years ago, 26-Jun-00, to lugnet.market.buy-sell-trade)
