Hi Todd,
I believe the set number for the 6801/6822/6823 value pack is 1977. The number
designation is located in the lower left corner marked as "No. 1977". The UPC
also suggest the set number 1977. A friend of mine had such a set MOC. I'm
not a expert, I would would think it would qualify as a set. I will try to
post pictures if anyone is interested.
My friend brought these many years ago as gifts and finally gave them out to
his young nephews a couple of years ago, so they are now being enjoyed as toys.
It is interesting to note the clearance price of 99 cents. Yes 99 cents. The
orginal price was something like 3.99.
