At this point, I'd strongly suspect that this fellow is selling custom painted
minifigs. If so, it's a shame he's being disingenuous. He's just going to
invite a complaint from the buyer(s) when they realize what they've bought. If
he's actually any good, he could probably get a good price with truthfull
advertising (judging by the number of clearly marked "custom" minifigs on
eBay).
One reason to suspect that the parts are not TLC made is that it has been
reported that the chromed parts require a different mold. If so, TLC isn't
going to make that mold until they have a use in a set (and note how repeated
most of the chromed parts are). Another factor is that those helmets are
usually made of a softer plastic than normal, and presumably chroming wouldn't
work very well on that plastic (and presumably there is a reason they are of a
softer plastic).
This might also suggest why he wasn't responsive to Paul coming over and
taking a look. Any honest seller of something of this unusual nature should be
willing to at least try and accomodate someone who wants to take an in person
look.

| Hey guys check this out: I emailed this gay asking where he got them, he said: "I think I got em from a guy who either works at Lego or his family does....I dont know which.....that, or he knows someone there.....the only reason I say promotional is (...)
