I've seen this once (it was actually stated in the description). It wasn't
something I really wanted, so didn't bother asking. Basically, I think the
seller is allowed to charge any fee they want to, but they should clearly state
this in the item description. If they didn't, I think you'd be quite within
your rights to refuse to pay.
But the other day I saw a german seller charging the buyer 50% of the ebay
fees. I think that is a bit rough, needless to say I didn't bother to bid on
that either.
