On the spumoni ice cream theory, I bet these bricks were Legos leftovers.
Just like the S@H bulk sand red bricks, they had resin and time leftover and
someone at Wal-Mart agreed to buy the result. The quantity may have been just
perfect for Canada distribution.
Or compare it to the Halloween bucket, made when orange resin was ready for Star
Wars, and Target bought it.
