(...) The big reason I order the packs is that I want black 28 stud baseplates. The sets with black baseplates always come with 24 stud baseplates. (...) You may well be on to something. It may very well have something to do with the packaging? Perhaps bins and bins of bagged train plates get all akilter while sitting in storage, and get warped.
