Gary,
My 398 box does not say "Universal Building Set".
It is different from the other sets/boxes in a few ways.
1. The other sets came with an inner box that was supposed to be
turned upside down to use as a display stand.
The 398 doesn't have this, it is probably too heavy
for the inner box to support it, and it has a stand made out of Lego
pieces, and a great spot for the sticker.
I am skeptical that the 396 could sit on its inner box,
its a heavy model.
2. I have 390, 395, and 396 boxes, that all have the letter 'D'
in a blue square, I presume this is a building difficulty indicator.
The 398 lacks this designator.
This might be because of the years the sets came out 1976 vs. 1978.
A similarity between the 396 and 398 is that these two came with posters
of the finished model.
I plan on scanning them once I figure out how to stitch them back
together again.
As for the 397.
I am intrigued by the missing set number the same as you.
Every time a go searching online for unique old Lego sets
I search for 397 in hope that I'll hit it one day.
Much like the 022 'Doll Furniture' set I stumbled across one day,
I can't wait for the next unique, unheard of set.
My guess for the 397 would be a large plane,
maybe they couldn't get permission from some other company,
maybe Boeing, or some other plane.
Can you ask your Lego historian contact?
