Dave,
Clark Stephens agrees with you. In this page he states that the Castle may be
from around 1970 and that the three town sets came out later in 1977. The page
also shows scans of the instructions.

| Hi All, I have recently acquired a Weetabix Castle set. I also have all three of the other sets. Now my problem, the castle doesn't look like it belongs. It looks older than the other three, it doesn't have any mini-figs (even the old style) like (...) (20 years ago, 26-Nov-04, to lugnet.general)
