Given that we must be running out of 4 digit numbers, they have to use
whatever gaps they can find, I guess.

Well, we are slowly seeing the emergence of five digit numbers in the system
(trains, UCS).  One thought- if it's 88xx, then the new version or reissued
set could be 888xx.
