So is a .ldr/.dat/.mpd that's not separated into simply followable steps also
an instruction?

| At BrickFest this weekend, I had the good fortune to get together with a group of about 10-15 people to discuss Building Instruction techniques, the BI Portal site, and other BI topics. It was a great session, and my mind has been racing on BI (...) (22 years ago, 23-Jul-02, to lugnet.build, lugnet.general)
