As someone who has experimented with banners on some of my sites, they
don't pay well. On a small scale it's virtually impossible to find
anyone who will pay per-click; they have to have an actual sale result
from the click. This reduces revenue down to nearly zero. Maybe
Brickshelf can demonstrate that it gets enough traffic to earn paying
ads.

I agree that it woudl be ideal to have basic functionality be free,
but extended service cost money. This seems like the most fair approach.
One issue that came up is the idea of linking from outside the site.
I and others like to use Brickshelf to host the images which appear on
our personal sites, and Kevin has in the past consented to this.
However if there are going to be ads on the Brickshelf pages, this
policy would need to be reviewed. I would like to propose that for
paying customers, it should be permitted to link to Brickshelf from
elsewhere, in lieu of the missed ad revenue. I would suggest that
Brickshelf should require "image hosting courtesy of Brickshelf"
notices to be used in such cases, however.

That's a great idea. If they can't be made available on Brickshelf,
perhaps someone can set up a site on ozbricks that would host them...?
What is TLC's policy on this anyway?
