Actually, High Traffic Outlet (i.e. gas stations and super markets). My
impression from Marz's listings is that they may cater to HTOs. They
should be able to be ordered from S@H though, and I suspect more stores
will have them (for example, the 4 Star Wars mini-sets are in a box size
previously associated with HTO offerings so I sort of suspect them of
being targeted for HTOs so TLC must be making all product available in
the retailer catalog). The display stands are characteristic of HTO
offerings (think of how often you trip over such displays in the grocery
store...)

The page even mentions them as great for "High Traffic Impulse"
offerings, which is obviously the same thing as HTO.
