Back from the holidays..............
That piece (along with the red part that attaches to the train wheel, and a
black "piston" type piece) was available in train parts pack #1119 (2 pair of
each of these 3 pieces), a "Europe Only" parts pack. It was also available in
396 Thatcher Perkins, and in the 1970s 12 volt trains #725 and #726.
