I think it's not from the 12V trains, it was used in set 396 for example.

| (...) Back from the holidays......... That piece (along with the red part that attaches to the train wheel, and a black "piston" type piece) was available in train parts pack #1119 (2 pair of each of these 3 pieces), a "Europe Only" parts pack. It (...) (23 years ago, 2-Jan-01, to lugnet.general)
