Could it be that the lead time for the design & manufacture of the
packaging meant that they didn't actually *have* a production sample of
the unseen rare parts, which may have been making their first outing in
these sets?

These hidden parts are typically the rarer parts too!

Having a rare part in a set can have a big impact on sales.  I'm willing to
bet that TLC doesn't currently analyze this aspect when projecting sales
figures.
