If you ask JK Rowling, she'll tell you that the books aren't targetted at *any*
age bracket specifically.
The age of the main character does go up by one for each book, though, because
each book is about one year in Harry's life. He was 9 in the first book, so by
Goblet of Fire Harry himself was 13.

It's also an important distinction that the sets will be based on the *movie*,
not the book.
