Hi Patricia,
good shops for Lego® sets in Germany are Vedes (a chain of small independent
toy shops with good prices and often even more different sets than TRU)
Karstadt and TRU. Some supermarkets like REAL and Walmart have a smaller amount
of Lego sets in the shelves too.
If you look for special sets only available in Germany take a look at this:

They are out now; no hoax anyway...
I think the Shell promos and the Milka easter promo sets are sold off since
some time, but with some luck you might even find them in gas stations and
supermarkets left...
TRU sells some of the adventurer sets very cheap since 8 weeks: maybe there are
still some sets to be found really cheap.
