That piece is part of this set. The set comes in multiple polybags and
after building everything there is one polybag left over full of extra
pieces. The is a kinda "idea book" with this set that shows alternate
models that can be made of the set and some of these alternates use the
"extra" pieces found in the left-over polybag.
