From my own experience:

I've used Krylon enamel spray paints to color code wheel hubs (mainly
20x30') with successs - I avoided paint build-up on mating surfaces by
having axles in place.  And wash pieces in dishwashing detergent to remove
any mold release agent that might be used.  Rinse well afterwards.

Having painted many many other plastics and such in building scale models, I
would think that any hobby paint geared to plastic models would work (I've
used many brands on PLASTRUCT pieces - which is also ABS). There are both
solvent AND water based paints available. THe biggest issue is paint
build-up on mating surfaces.  I suspect the BEST application method would be
to use an airbrush and apply light coats.  However, I suspect that ANY paint
will wear off quickly on mating surfaces (not an issue if the pieces are
left together.

From my own experience, Krylon and others have a bright blue that's almost a
perfect match for Lego Blue.  I think Testor's bottle paints have a close
match as well.
