This is a really complicated question, only because it has a complicated
answer. Though I have no idea what The Lego Company actually does, or doesn't
do with certain numbers, there is some method to their madness. For some
items, they only release them in certain regions, or certain countries. Others
I'm sure get scrapped as a production line, only to have that number assigned
at a later date. Some numbers get 2 sets at differant timeframes assigned
against them, (I don't know if they have assigned more than 2, but it wouldn't
surprise me either).
Some sets are listed as two differant numbers for differant regions. It's
madness alright, but I just collect the stuff, and don't get to make decisions.
