just take a look at some of the lower numbers... set #2 I think has 7
different sets? 214 and 700 have 11(!) different sets...

Though I have no idea what The Lego Company actually does, or doesn't do with certain numbers, there is some method to their madness. For some items, (...) (25 years ago, 1-Mar-00, to lugnet.scala, lugnet.faq)
