Yes, well worded, Kai.
The conventions I used to go to had this rule for under-16s: An adult
had to sign off on being legally responsible for you for the weekend.
I'm not sure how VA law is on this, but in MI, at least back in the 1980s,
that could be any adult who the parent or legal guardian was willing to
recognize as having authority over that child.
That rule held until age 18, not 16. I must confess that I don't know
what the legal position of 16 vs. 15 is viz. guardianship.
