None of the parts are all that hard to come by. The hardest would be the

Actually, looking at the instruction scans,
http://library.brickshelf.com/scans/0000/0398/0398-13.html
it appears that 398 comes with

without the wheels (which in every other set I have seen comes with wheels
on a metal axle).  Although this part is common with wheels, it would
require a (nontrivial?) modification of an existing piece to obtain it as
it shipped with 398.

Of course, since that part has barely been seen for the past decade, it is
unknown if the mold still exists; it might be replaced in the Legend.
