Actually, looking at the instruction scans,

it appears that 398 comes with
http://www.peeron.com/inv/parts/122c01
without the wheels (which in every other set I have seen comes with wheels
on a metal axle). Although this part is common with wheels, it would
require a (nontrivial?) modification of an existing piece to obtain it as
it shipped with 398.
Of course, since that part has barely been seen for the past decade, it is
unknown if the mold still exists; it might be replaced in the Legend.
