How about a service where you can design something and TLC will present you
with a customized list of the minimum number of currently available sets needed
to assemble your creation <not including mini-figs>

How about a service where designs are submitted over a time-frame and TLC
analyzes the parts lists, determines if any existing (current production)
partsbags meet any (many)  set needs, and optimizes the remaining brcks by
sorting to create new parts bag inventories.  So TLC might "accept" 20
designs.  Assume that you can find one existing partsbag somewhere in the
system that works for every design*.  Further assume that TLC wants to make 500
copies of each design. So, TLC uses 10,000 of a current design partsbag and
assmbles 10,000 custom bags (possibly 20- or 30-,000 or more depending on the
size of designs and ration of "custom' to "current" partsbags) and makes them
in 500 count lots (for each of the 20 set designs).  In other words, use
econmoies of scale where you can, otherwise pass the added costs on where you
must.  *Clearly the designs would have to be thematic or designers would have
to not rely on overly specialized pieces.

How about TLC releases some new wildely mixed partsbags (time cruisers without
silly parts and eclectic designs), and seeds the modelling community.  Then
designs are submitted to TLC, and instructions can be downloaded by users who
have also bought the new partbags. TLC already has the partbag process
established.  This might require designers to use all parts, but if TLC woul
allow somethin different with the extra bits, we coudl throw in a model or
statue or something with the remainders.

How about TLC publishes a list of the economies associated with certain piece
types and/or partbags.  Designers are graded on their designs based on the
efficiency of using existing partbags.  So, say I want to make a village
blacksmith shop, if my design can be made with existing partsbags, and minimal
additions, I might get a 2.5% return.  If it is more than 30% new parts (not
already found bundled in a parts bag), then I get 1.2%.  If it is greater that
50% new part bundles, the set is rejected.

Dear Lego, I love the idea of CAD designing a set and being able to order it, as you describe on your web page. An added feature that would really include the enthusiasts could work something like the group that sells T-shirts for LUGNET. It would (...) (24 years ago, 9-Dec-00, to lugnet.dear-lego) !
