*Eventually*, I'd expect there to be a 3648a and a 3648b. That is, if the
other version is ever rendered for LDraw (assuming it hasn't already).
In LDraw, when multiple parts use the same part number (or there are
multiple versions of a part), we give the different files a one-letter
suffix: 3648a, 3648b, etc. But that isn't always consistent, because we
often don't have all versions of a part.
For now, using just 3648 in inventories is most appropriate, with a note in
the notes column about which version is in the set. But maybe the Peeron
admins have a different insight on that.
