could there be air pockets in the mist? ex. bill was stubling throught the
mist it was hard to breath when all of a suddun he found himself in a small
area he could see right and breath right. and if the wind was blowing really
hard could mist blow over places that had no mist before?

I haven't thought about that, but I wouldn't rule it out right away.  As
far as the wind blowing, the Mist is more of a magical wall - independent
of the elements.  No one really knows what makes it move ...
