Lego has been on a two year cycle: establish the theme the first year, fill it
out the next, then move on. There wasn't much that was compelling the 2nd year
of the Ninja line beyond the Shanghai Surprise and the Minifig set. Even
without reports of it returning to the European theme I would expect that it
has run its course.
