You might have installed some files incorrectly. Assuming you installed in
c:\ldraw, look in the directory/folder c:\ldraw\parts. There should be
about 1864 files in this directory. If you are short some files, look for
a 3023.dat file. That's the Plate 1 x 2. If it's not there, you might
search your hard drive (Use the Find tool on Windows' Start menu) for
3023.dat. It's probably located in a /parts/ directory somewhere, with a
bunch of other *.dat files.
If you find the missing files in a different location, you can either try
to move them to the right location, or reinstall.
