The short answer is no, the only product that support limited pallettes in LDD.
The more complicated answer is yes, but only in a very limited way.
You could create you own custom parts.lst file containing only the parts you
want in it and have MLCad use it to define it's pallette. The limitation being
that MLCad will not constrain you to X number of a given part, you have to keep
track of that on your own.
Another possibily is creating a DAT file with all the parts you want and then
just place those part without adding more. The drawbacks to this method are: a
very large part count will result in a very slow MLCAD and no visual method to
easily find parts.
