The LSC Final Draft http://www.ldraw.org/Article382.html says nothing about the
exact hour. I interpreted "October 14 - All nominations must be received and
recorded" as Midnight, October 14.
Anyway nominees must have accept or declined the nomination by October 17. not
October 14.
