people who made the updates?


I doubt it.

Going by what I've seen in the Open source programming
environment, the file's original author is considered the
copyright owner, even after someonelse makes a bug fix or
some other tweak. If the change is big enough, (whole new
function, or algorithm, basically a new idea) then the name
of the author of the change might be added to the copyright
notice in the file.

In general, from what I've seen, only the copyright holder
needs to aggree to any changes in licensing.
