a printed part.  I wanted to confirm that this had not happened in this
case.

but as author of this part my questions go beyond. how will the fact
that this was a sticker and not a patterned element effect the
code of the part. do I have to split up flagpole and pattern? if I have
to split them of, what is the new part-number and name for
the pattern? can I make a shortcut or a complete assembly?

Yes, the sticker should be released as a separate part.  The idea of
shortcuts hasn't really been discussed before now.  I'd suggest that you
position the sticker so that it is easy to place on the flag.  If that's
not really possible, then maybe you should make a shortcut file.
