I believe that though you have some good suggestions, the time and energy
required to develop a new format is almost a waste of time given the limitations
of the software. Look at how difficult its been just to get people to work
together on stuff - it will be that difficult and more to have them work on
integrating a new standard. If you get that support (by concensus) and the work
(by individual contributors), more power to you. But I'm just chiming in that
its going to be a difficult task.
Looking through your LCAD02 spec, it appears to be pretty complex too.
