Here is the solution (IMO) to the sorting thing for the PT and to the problem of files sitting there for ages. All files marked "hold" or "needs admin review" or "certified" (i.e. "you cant do anything with this file right now") go to the bottom of (...) (21 years ago, 4-Nov-03, to lugnet.cad.dev.org.ldraw)

(...) My guess: If someone votes "will review" it's like it's on their to-do list because they think they're a good candidate.
