Here is the solution (IMO) to the sorting thing for the PT and to the
problem of files sitting there for ages.
All files marked "hold" or "needs admin review" or "certified" (i.e. "you
cant do anything with this file right now") go to the bottom of the list.
Then, the other files (i.e. those where reviews are needed) get sorted in
order based on the last time anything was done to this file. That way,
files that no-one is doing anything about appear on the top of the list.
