The number to use for this file would be 309p02.dat.  There might be another
number for the part, but I'll have to ask the numbers people.

Sounds good to me.

Strictly speaking, the name should be:

Baseplate 32 x 32 Service Station with River Pattern

... to follow the patterned-part naming standard.  However, the standard name
seems, IMO, somewhat ludicrous.  So in this case, the standard should be set
aside.

Maybe the existing parts should be changed:

309.DAT       Baseplate 32 x 32 Island
309P01.DAT    Baseplate 32 x 32 Island with Service Station Pattern

and this new part would be:

309P01.DAT    Baseplate 32 x 32 Island with River Pattern

Which is still a bit odd, but better than "Service Station with River".

So, Ampi, take your pick.  Whichever name you want to use.

4. Since I have taken the official plain 32 x 32 baseplate as the starting
point of my part (studs, edges, corners) should I give credit to someone in
the author line? (The plain baseplate has no author tag).

For 309p01.dat, I did this:

0 Baseplate 32 x 32 Service Station with Pattern
0 Name: 309p01.dat
0 Author: James Jessiman
0 Author: Steve Bliss, pattern

Which is similar to what other people have done.

BTW, any files in ldraw\parts (and most files in ldraw\p) with no author tag
were written by James Jessiman.

5. Is it OK, that I have hardcoded all colors in accordance with the real
part instead of using the generic color number (16)? Since the green color
on the bank of the river surely represents the grass, it is very unlikely
that this part may appear with color other than green.

Like JVZ wrote, use 16 for the grass.

6. In general the other colors are acceptable for the pattern?

They seem OK.  But I haven't dragged out a real part to compare to the computer
version.

7. Is the resolution of the river, rocks etc. pattern acceptable?

They seem OK to me.  I only looked at the part in L3Lab.  It should also be
checked in LDraw, LDLite, and POV-Ray (at least).

Dear part authors, I attach the 'Baseplate 32 x 32 with river pattern' part for review and comments. It is in the Canadain mountains set. I consider it cca. 95% ready and before I submit to the official voting process I want to resolve the remaining (...) (25 years ago, 28-Feb-00, to lugnet.cad.dat.parts)
