So I have started on creating this part for LDraw.
By looking at the orientation of the stud and the inner details it seems that
this part was creating 45 degrees rotated.
Now should I create this part as the original design (users will have to rotate
the part 45 degrees before it can be attached to say a 4x4 plate) or should I
create this part 45 degrees rotated (so users can attach the part straight away
to say a 4x4 plate) ?

I don't really want a part rotated 45 degrees from direction it's going to
be placed.  The Ldraw 'A' command works in 90 degree angles.  That's why I
chose the orientation I did for the mockup.  Plus it matches the other cones.
I'd say leave the part with a normal orientation, and just rotate the fins
and the topstud so the logo sits at a 45 degree angle when placed.  I think
that'd be best for the part users.  That's who the part is for.
